The downtown core of the city of Toronto needs to be cleared for transit.
We can start with a small radius where only streetcars can access , but delivery trucks will always have access.
Example: cars could be parked at the intersection of Don Valley Parkway and the 401 and light rail passenger cars can speed down to the downtown core. One lane could be used ,, the one farthest to the left.
Goal: the downtown core would be for TRANSIT only , with exceptions to delivery trucks and special envoys.
The idea is to keep as much cars as possible out of the downtown core to enable transit to do its job which is moving passengers.
From a small radius to a larger one.
But for now, what can be done immediately is to set up those 'PLATFORM EDGE DOORS ' that will speed up subways in the subway lines and will SECURE THE SAFETY OF PASSENGERS.
That can be done now.
