Toronto Community Housing Corp (T.C.H.C.) has been using a DEFERRED RENT PAYMENT SYSTEM whereas the part-time working tenant pays rent on income earned three, four, five and even six months earlier. This system does not respect the fluctuation of the income . This system puts tenant in arrears.
And why does the rental office acting on behalf of Toronto Community Housing Corp (T.C.H.C.) make the tenant sign EVERY QUARTERLY PERIOD ?

Is there something hidden in the intent of Toronto Community Housing Corp(T.C.H.C.) that I have to sign EVERY QUARTERLY PERIOD ?
INTIMIDATION OF CORRUPTION.
The correct system to pay rent for the working part-time poor is to pay ON INCOME , a percentage (e.g.30% of Net) when the tenant has the income on hand.

I recently presented myself at City Council for ward 33 which was up for grabs and the nominee being appointed by city council of Toronto.
I did not win, this time around.
In my five minutes presentation, I talked about this DEFERRED RENT PAYMENT SYSTEM Toronto housing has been using to its tenants.
Here’s an excerpt of my speech:
“Toronto Community Housing Corp has created a DEFERRED RENT PAYMENT SYSTEM for its tenants whereas a tenant is requested to pay a rent amount the first of each month based on income earned three, four, five and even six months earlier.
To put it succinctly,
This system is about :
rent amounts required OVERLAPPING INCOME EARNED THAT ARE NOT RELATED TO EACH OTHER FOR ANY GIVEN MONTH,
and the consequences are :
harassing the tenant with reminder letters and Notices of Eviction telling the tenant to go get a lawyer because they cannot pay the rent the first of the month, a rent amount that is based on income earned 3,4,5,and even 6 months EARLIER, or
because the head office of Toronto Housing has made a mistake which cost the tenant to continue to pay for an extra three months of a quarterly period the same rent amount (and this was done to me) when he should be paying a lesser amount, and the tenant being faced with eviction, of no fault of his own being forced to pay a rent amount that was not correct....
this system do not respect the fluctuation of income for the ongoing month.
And this is done to the poor which have a VERY LIMITED DISPOSABLE INCOME.
If you’re asking why am I here?
This is the reason :
this is devious, destructive , abusive and EVIL.
This needs to be changed to a rent payment system that will enable the tenant to pay on income when the tenant receives the income.
Mistakes are made….on the back of the poor .
We need transparency in the rent calculations
A FIXED RENT RATE needs to be established on Net income .
* What are the intentions of Toronto Housing towards its tenants?
Is it to stop the tenant from working,
NOT RESPECTING THE FLUCTUATION of INCOME for an ongoing month, a fluctuation that is most likely to exist among the poor who can work and work part-time with no fixed number of hours.
This fluctuation of income needs to be respected AT ALL TIMES.
This DEFERRED rent payment system is set up to put tenants in arrears.

If the city wants to alleviate poverty among its citizens, IT NEED NOT to discourage them of working by using these types of rent calculations, but to encourage them to work by paying A FIXED RENT RATE ON INCOME WHEN THE TENANT HAS HIS INCOME ON HAND, thus always having money in their pockets.
This system must changed.
And the consequences of this system and what it does to tenants are the opioid crisis, and the drug use crisis, and the suicide crisis.
Who is responsible for this Deferred rent payment system?
Is it the provincial government ?
It needs to change.

THE SOLUTION
And here's the bottom line: a part-time working tenant with FLUCTUATING INCOME living in a Toronto Community Housing Corp. (T.C.H.C.) unit should not pay more than the prescribed percentage of rent, which is now at 30% of Gross(but it should be of NET income ), AT ANY GIVEN TIME during his/her tenancy.
There is no increase of rent possible, e.g. five months later, with this system which would make the tenant pay more than 30% of Gross at that time.
Charging 30% of Gross income is equal to charging 38% of Net Income .
A tenant would pay ON INCOME 30% of Gross income , but it should preferably be ON NET INCOME, up to the MARKET VALUE OF THE UNIT for the ONGOING MONTH.
A tenant would have to pay the part of the rent within two pay periods.
How can the poor get off welfare when they are FINANCIALLY CRUSHED by a DEFERRED RENT CALCULATION SYSTEM?
A poor person can start working at FIVE HOURS A WEEK.
And then at TEN HOURS A WEEK.
And then , being a GOOD STEWART of the job that was given to the worker, move up to TWENTY HOURS A WEEK.
THAT’S HOW IT WORKS FOR THE POOR TO GET OFF SOCIAL ASSISTANCE.
The pilot project of paying people a yearly salary comes into view: the Guaranteed yearly income. It was canceled.
If it chooses T.C.H.C. does not have to charge any rent for people who are starting to earn money , working several hours a week, up to a certain amount that needs to be determined.
P.S.: Since that day I have been in contact with an employee of the city of Toronto who can bring changes to this abusive and destructive rent payment system. I have spoken to her twice for a total of two hours. She has my coordinates and I have hers, and I made very clear that this system cannot continue. She promised to call me of any changes. She is aware of what I want which is for the tenants who can work but with no fixed numbers of hours which can fluctuates. I will know when there will be changes.
Recently , after the election, I submitted this request for change in rent calculation to the OMBUDSMAN of the city of Toronto. I received a letter asking me to consent to use my name and personal information in the investigation.
As of November 19th 2018 there has not been any answer from the Ombudsman 's office.
During the week of the 21 rst November 2018 I called the Ombudsman and the woman repeated all the information that Toronto Community Housing Corp needs to calculate the rent which showed she does not understand the abuse that is done to a poor working tenant using this DEFERRED RENT PAYMENT SYSTEM.
The file has since been closed with nothing to be done.
Lisa MacLeod an MPP made a speech this past Thursday November 22nd 2018 about reforming the social assistance policy, and I have sent her a letter copying her Liaison Colin Aitchison. I also tweeted her and to her Liaison about the situation.
We will see the outcome.

I have written about this many times.
I went to city council in May 2018 to expose this ABUSE seeking a seat , Ward 33, at the time, but was not chosen.
I went through the Ombudsman. They don’t know what to do. It seems it’s out of their jurisdiction. It’s political.
I have written to Mayor of Toronto John Tory’s office about this.
I have informed the News Media about this INJUSTICE.

2- This DEFERRED RENT PAYMENT SYSTEM @TOHousing is using, is putting working poor tenants in ARREARS INTENTIONALLY by not respecting the FLUCTUATION OF INCOME that needs to be respected EVERY PAYCHEQUE. And then comes EVICTION NOTICES, and STRESS, and ANXIETY, and FEAR that CAN KILL
3- And as advertised by @TOHousing a tenant is charged rent at 30% of Gross income(but it should be on NET INCOME, not on Gross income which is money the poor does not have). And this rent charge at 30 % of Gross income(for now)should be AT ANY GIVEN TIME during the tenancy....
4- ....always leaving money in the pocket of the poor working tenant, giving him/her incentive to go out there and earn more. And this would PROHIBIT and PREVENT ANY HIGHER CHARGE at ANY GIVEN TIME . A FIXED RENT RATE, of e.g. 30%, to be applied on NET INCOME is the correct way.
